Our library composed flyers that explains HB 1727 and the effect it would have on our library. IThe flyers also urges the patrons to contact Senator Jones to hold HB 1727 in the Rules Committee. These flyers are given to each patron as they check out a book. and are also posted at each public computer. We did not turn off the Internet and are hoping that calls or emails will be more effective.

We have acquired 10 temporary licenses from NetNanny and are offering Internet service but as it would be under HR1727. It is insane! We are jumping up every 2 seconds to unblock a site for a patron. I had originally estimated that we would need one full-time staff member if the bill became law but I am beginning to think it might take 2 additional staff positions. The burden is such that we will probably not be able to continue for the full day. Our patrons, however, are getting the message.

Prairie Skies Public Library has set their filters as high as they can go on all computers starting today and will do it for the entire a week to reach as many patrons as possible. We also have accompanying fliers explaining why and how to contact their local Senators. Anyone who wants to get on an unfiltered computer this week will not be allowed during this time of protest. The reason for this is we are small library and if it passes we may have to remove internet access entirely because we don’t have the staff to sit with anyone under 21 on an unfiltered computer. Explaining to the public and letting them experience it is a whole different thing.

The Prairie Trails Public Library District in Burbank, IL - which serves 30,000 patrons - wants the library's duly elected Board of Trustees (not the IL General Assembly) to decide how to best serve their tax paying residents. HB1727 is an unfunded mandate - so the library will have to pay for computer/internet filters which are not currently in the budget, nor requested by our patrons. The library will be required to filter access to the internet or face losing state per captia funds and/or any state grant funds. In the last seventeen years this library has received an estimated $2 million in per captia and state grant funds - this would stop. Any minor (child) who needs to do research with the filter turned off will be required - by law - to have a companion over age 21 sit with them during this use. Our library currently allows the parent to decide if their child may use unfilted access - it's the parent's decision - not the politicians. Our library's internet terminals are currently unfiltered - and have been for a decade of use. By policy, all users are required to read and sign-off on the terms of use. Minors must have parental (guardian) permission to have Internet access. No one can access the Internet on our public terminals without having given their consent. This method has worked for a decade of service. The adage "if it's not broke, don't fix it" holds true here. The decision to filter or not to filter - and the ramifications thereof - belong to the local governing officials, not to the state officials. It will serve as a very poor precident if the state politicians take the power to over-ride the decisions of the local electorate. And further to deny them the tax monies (per capita/grants) paid for by their local patrons. This is not good legislation. Oppose HB 1727 by telling your state senator and represenative to allow the local library boards make the decisions in keeping with their local community members' needs. On May 14 our library will turn off all patron internet access. We will have a fact sheet/handout available which will explain our library's stance on the issue (Oppose HB 1727). There will also be a petition available for the public to sign - which will be forwarded to our Senators and Representatives in Springfield, as well as to the IL General Assembly committee members reviewing this piece of legislation.
